China Urged to Shape Global AI Governance as Open-Source Model Highlights Policy Divide

Chinese institutions argue Beijing should step forward to fill a global governance vacuum in artificial intelligence, particularly as a new domestic model exposes a widening policy rift in the United States. Moonshot AI, a startup founded just three years ago, has released the core components of its Kimi model publicly, allowing unrestricted download, inspection, and customization.

Kimi operates as an open-weight system, contrasting sharply with the proprietary approach favored by many leading American developers, who closely guard their model architectures. This divergence has elevated AI governance into a fresh arena for strategic competition between China and the U.S., though neither side has dismissed the prospect of future dialogue on regulatory standards.
