Institutions redeeming USDC will now help fund rebates for institutions minting the stablecoin through Circle Match, a new service that pairs redemption and minting orders in hourly auctions, Circle announced on October 22.
Match is available to eligible institutional Circle Mint customers, with approval required and availability varying by jurisdiction. Redeemers can set a maximum fee they will accept, while minters establish a minimum rebate they require.
All matched orders clear at a single uniform fee. Redeemers pay this rate, and Circle transfers the full amount to matched minters as spendable USDC in their Mint wallets, subject to product terms, auction rules, and disclosed fees or exceptions. Circle retains no separate spread on matched volume.
Rebates are paid only for matched minting orders; simply holding USDC does not qualify for compensation.
The clearing fee on a matched redemption cannot exceed the customer’s stated maximum or Circle’s Express redemption service rate. Clearing below Express can reduce the auction fee, though a lower fee is not guaranteed.
This auction mechanism is separate from Circle’s recently implemented redemption-surcharge removal.
Both parties must pre-fund their orders before participating. Redeemers deposit USDC, while minters wire dollars into a dedicated Match balance, where the funds become restricted USDC. Under Circle’s Mint agreement for non-EEA users, this prefunding cannot be transferred to external blockchain addresses.
Participants exiting the market can redeem their restricted Match-only USDC without penalty, with dollars returned via wire to the account on file. Standard weekly Mint deposit and withdrawal limits apply.
A one-minute lock period precedes clearing to prevent participants from withdrawing committed orders, though new orders and price improvements remain permissible. Better-priced orders receive priority, with unmatched portions filled proportionally.
Unmatched amounts follow the customer’s selected Fallback, Roll, or Cancel setting. Submitting an order does not guarantee a rebate or redemption fill.
A match still faces banking hours
Circle explains that when orders match, USDC settlement occurs atomically, and matched redemptions payout as quickly as Express. However, Section 2.12 of its non-EEA Mint agreement specifies that dollar payouts are subject to U.S. banking hours. The agreement also notes that delays caused solely by banking-hour constraints do not constitute settlement failures under its terms.
