Ex‑Harvard Law Graduate Secures $6 Million for Blue Voice AI Platform Targeting Police

David Lawrence, a Harvard Law student, became involved after an on‑campus shooting sparked intense debate over police conduct. Recognizing that many policing mistakes stem from officers’ lack of immediate access to departmental rules, he left school to develop an AI solution. Together with co‑founders Amit Patankar, a Harvard MBA and former Google engineer, and Michael Gropman, a retired Boston deputy police chief, he launched Blue Voice, a Boston‑based AI startup that delivers real‑time policy guidance to officers in the field.

After three years in stealth, Blue Voice announced a $6 million funding round led by SignalFire and Las Olas VC. The platform is now used daily by officers at 225 county agencies across 25 states to help ensure compliance with departmental protocols. Lawrence compares it to Harvey, the AI tool popular among lawyers, and to OpenEvidence, a comparable system for physicians.

“When an officer makes a decision, they rely on memory or a best‑guess assessment drawn from thousands of pages of laws, policies, municipal ordinances and state statutes that they have internalized,” Lawrence told TechCrunch.

Before Blue Voice, officers struggling to recall a specific protocol—such as the precise seventh step at a crime scene—had limited options: consult a 15,000‑page manual, awaken a supervisor in the middle of the night, or use generic tools like Google or ChatGPT that lack police‑specific training. Lawrence noted that traditional methods were slow and that consumer AI models provided inaccurate answers up to 30% of the time.

Blue Voice addresses this by being trained on department‑specific laws, local ordinances, protocols and guidelines—information that general‑purpose AI cannot retrieve from the public internet. It also provides officers with instant access to detailed school maps on their phones during active‑shooter incidents.

Now, Blue Voice fields a question each minute. Lawrence explains that officers trust the tool because it directs them straight to the original regulations rather than fabricating an answer like ChatGPT. Instead of dictating actions, it merely supplies the relevant laws, allowing officers to make the final decision while drawing on their own experience.

In the past year, Lawrence reports that Blue Voice’s user base expanded elevenfold, as police departments report tangible benefits such as lower crime rates and fewer operational disputes.

Blue Voice recently aided in preventing a kidnapping when a rookie officer observed a man pressuring a young girl to get into his vehicle, according to Lawrence. Unsure whether he had legal authority to intervene, the officer consulted Blue Voice on his phone. The app instantly confirmed that the scenario met the legal definition of “child enticement”—an offense involving attempts to lure a minor for criminal purposes—granting the officer immediate authority to act.

In another case, Blue Voice reminded a department chief that he could not return an officer to active duty after a shooting without first securing a third‑party mental health evaluation.

The startup competes with PE‑backed Lexipol, which has recently introduced features to help detectives solve cold cases.

At a time when police use of AI, such as Flock Safety’s license‑plate surveillance systems, faces increasing criticism, Lawrence hopes Blue Voice demonstrates that properly deployed AI can enhance public safety without compromising civil rights.

Lawrence, formerly an aide to Connecticut Governor Ned Lamont, has a strong commitment to public service and expresses no regrets about abandoning law school. “This is the best thing I could do with my career and the greatest impact I could make,” he said.
