The legal battle over President Donald Trump’s efforts to renovate a Washington, D.C., municipal golf course has officially reached a new pitch.
During a Friday hearing, U.S. District Judge Ana Reyes announced that she will investigate whether the Trump administration breached ethics rules by proceeding with construction plans for the East Potomac Golf Links, a 36‑hole municipal course that serves a wide range of public golfers in the capital.
Judge Ana Reyes, appointed to the U.S. District Court in 2023, has presided over several contentious hearings regarding the administration’s renovation plans for the historic East Potomac course. She expressed hope that the new inquiry will determine whether the administration has been transparent in its interactions with the court.
“We have trusted the administration’s statements, but we have not verified them,” Reyes said. “That will no longer be the case.”
The inquiry, which may also involve a special master, will assess whether Justice Department attorneys deliberately misled the court regarding the administration’s intentions for the East Potomac project. A key focus is the DOJ’s abrupt change of stance: on Oct. 19, department lawyers denied any plans to close the course, yet nine days later the administration announced a Nov. 15 closure for renovation.
Judge Reyes has clashed with the Trump administration on multiple fronts in recent weeks, most notably after the National Park Service removed hundreds of trees from the site without prior notice. While officials claimed the tree removal was unrelated to the renovation, Reyes remained skeptical.
“I have been absolutely clear about the expectations,” Reyes stated during a hearing on the tree removal. “The recent actions have severely damaged the government’s credibility.”
President Trump has repeatedly emphasized on social media his desire to swiftly develop the East Potomac course, linking the project to broader plans for D.C. historic sites such as the White House ballroom, the Kennedy Center, and a proposed “Triumphal Arch.”
“The golf course’s present state is a national disgrace,” Trump wrote on Truth Social. “Our goal is to transform it into a world‑class public course that is affordable for local players—comparable to historic venues like Torrey Pines and Bethpage Black, but even better.”

The continuing legal challenges from local golfers and preservationists have impeded the president’s efforts at East Potomac. The project intends to upgrade the $42 million municipal course into a premier venue capable of hosting major championships and Ryder Cups. Trump has engaged his long‑time design partner, Tom Fazio, to envision a overhaul that would replace the existing Walter Travis‑designed layout and remove green spaces and bike paths.
Local golfers oppose the plan, warning that it would increase costs for many municipal players and demolish a historic reversible layout designed by a celebrated architect from golf’s golden age.
