GAZA CITY – Hamas announced on Monday that it will dissolve its long‑standing governing body in the Gaza Strip, clearing the path for a Palestinian technocratic committee to assume civilian administration. The decision represents a major political shift for the militant group, which has governed Gaza since it ousted rival Fatah in 2007. Although Hamas has repeatedly said it is ready to step back from day‑to‑day management since the October ceasefire with Israel, the issue of its disarmament remains unresolved.
“The movement has decided to dissolve the Gaza government committee and to appoint a nationally recognized figure to oversee its operations until the National Committee for the Administration of Gaza formally takes on its responsibilities,” a Hamas official told AFP, requesting anonymity because he was not authorized to speak publicly.
Hamas’s media office said it would hold an important press conference later on Monday, though no further details were provided.
Another Hamas official said the group had already informed other Palestinian factions of the plan during a recent meeting in Cairo. “The factions welcomed Hamas’s decision, describing it as a serious step toward enabling the National Committee to assume its governing role,” he added.
The dissolution paves the way for the National Committee for the Administration of Gaza (NCAG), led by Palestinian official Ali Shaath, to assume administrative duties. The NCAG was created by the Board of Peace, which was established by former U.S. President Donald Trump when he brokered the October ceasefire. However, the committee has remained based outside Gaza for several months, reportedly due to Israeli concerns about its entry into the war‑torn territory.
Multiple rounds of talks have taken place in Cairo between Hamas and other Palestinian factions, mediated to narrow differences, especially regarding the second phase of the ceasefire. The first phase entailed the release of the remaining Israeli hostages in exchange for Palestinian prisoners.
The second phase, aimed at Hamas’s disarmament and a gradual Israeli withdrawal, has stalled for months. Israeli forces have increased their presence in Gaza, now controlling roughly 70 percent of the area.
Meanwhile, Hamas insists on establishing a Palestinian administration before it will consider any reduction of its armed capabilities. The governance of Gaza after the conflict remains a central sticking point in the negotiations for phase two. Israel rejects any return of Hamas to power and also opposes a direct takeover by the Ramallah‑based Palestinian Authority at this stage.
