PESHAWAR: Dr. Gulzar Ahmad Khan, director of the Hayatabad Medical Complex (HMC), has alleged that the hospital’s board of governors chairman is pressuring him to resign after he objected to unlawful staff appointments and administrative interference.
In a formal letter to the MTI Policy Board chaired by Prof. Nausherwan Barki, Dr. Khan accused the board chairman of overstepping statutory authority by engaging in routine administrative decisions, undermining institutional autonomy. He cited violations of the Medical Teaching Institutions (MTI) Act and governance regulations, which he said have eroded the balance between policy oversight and executive management.

Dr. Khan, who has served at HMC since January and previously held similar roles in Bannu and Mardan, specifically criticized the appointments of key personnel—including the finance director, chief internal auditor, and clinical consultants—as well as an ICU medical officer elevated to manage the Sehat Sahulat Programme and oversee the multi-billion-rupee Accident and Emergency project. These appointments, he claimed, lacked transparency and merit, with some individuals working without properregistration from the Pakistan Medical and Dental Council.
Further, he alleged that the finance director and chief internal auditor failed to verify professional credentials despite repeated HR reminders, with the board chairman instructing him to halt the process. Dr. Khan also accused the chairman of leveraging a show-cause notice against him for resisting these practices, claiming it was an orchestrated effort to force his departure.
The hospital director warned that such actions have fostered declining staff morale and suppressed professional dissent, undermining institutional culture. He emphasized that these measures contradict MTI governance principles centered on transparency and professional autonomy.
Dr. Khan requested the MTI Policy Board to investigate the allegations and safeguard the integrity of the MTI system, urging that governance reforms be preserved for future generations. A hospital spokesperson declined to comment when contacted.
