TOKYO — The Japanese government announced an emergency cybersecurity package on Friday, mobilizing artificial intelligence and dedicated rapid-response teams following a wave of massive data breaches that have struck major corporations and government agencies.
Addressing a ministerial meeting, Digital Minister Sanae Takaichi emphasized that a rapid response capability is essential in an era of AI-generated threats. She urged both government bodies and the private sector to significantly bolster their preparedness.
The emergency measures follow a string of unauthorized system intrusions and client data leaks at dozens of organizations, triggering widespread concern across Japan.
“At this very moment, cases of unauthorized access and data breaches are occurring, causing a major impact on the daily lives of the people and corporate activities,” Takaichi stated. “Let us increase the response capability across Japan by devoting all government resources.”
The 10 billion yen ($63 million) package is designed to foster a resilient society where the public and private sectors share intelligence, deliver swift assistance to victims, and recover rapidly from damage. The initiative aims to establish one of the world’s highest standards of cybersecurity.
The government plans to enhance its ability to access servers used by attackers as a preemptive “active cyber defense” measure, a strategy legalized in October. In scenarios threatening national security, a support team comprising officials from the Defense Ministry, the National Police Agency, and the National Cybersecurity Office will be deployed.
Under the new framework, the Ministry of Economy, Trade and Industry will establish a “top gun” team of cybersecurity experts by the end of November. Leveraging AI to counter hackers and identify network vulnerabilities, the unit will collaborate with technology firms and advanced AI developers from allied nations to keep Japan’s defensive expertise current.
Additionally, a “cyber rescue team” drawing experts from both the public and private sectors will provide immediate incident response for affected organizations. A separate unit will assist vulnerable companies in strengthening their defenses.
