Kyiv’s mayor, Vitaly Klitschko, advised residents who can temporarily relocate for the winter to do so. Many residents responded with derision, blaming his administration for failing to adequately prepare the capital for Russian attacks, particularly citing a severe shortage of adequate bomb shelters.
The city council has pledged to construct several new shelters, refurbish existing ones, and install surface‑level bunkers at bus stops. However, Klitschko’s critics argue these measures are insufficient and come too late.
