Latvian Intelligence Warns of Russian Hybrid Attack Plans Against NATO’s Eastern Flank]
Latvian intelligence is alerting that Russia may be planning military provocations against the Baltic states or Poland, including drone strikes, missile attacks, or other hybrid warfare tactics, aimed at pressuring NATO members to cease their support for Ukraine.
According to Latvian intelligence officials speaking to Fox News Digital, these potential attacks would not represent conventional warfare—something Russia currently lacks the capacity for—but rather hybrid operations designed to send a clear message: stop supporting Ukraine, or face consequences.
The primary concern identified by Latvian intelligence is not an imminent full-scale war with NATO, but rather the risk of miscalculation by Russian President Vladimir Putin. Intelligence officials warn that Putin may be operating within an echo chamber, receiving only filtered assessments that reinforce his existing beliefs, thereby increasing the likelihood of impulsive decisions.
The Baltic states and Poland fall under NATO’s collective defense umbrella, meaning any Russian provocation in these regions could quickly escalate into a broader confrontation involving the United States and its allies. This warning emerges amid ongoing discussions among Washington and its partners about the extent of support for Ukraine and the severity of sanctions to impose on Moscow.
Latvian intelligence suggests Putin appears insulated from objective analysis, with his inner circle providing him solely positive assessments of the situation. This isolation, they argue, undermines sound decision-making and raises the risk of reckless actions.
This assessment aligns with warnings from Polish officials who, during reporting in June, described Russia’s hybrid campaign against NATO’s eastern flank as already active. Polish Deputy Foreign Minister Marcin Bosacki cited assassinations, drone incursions, cyberattacks, and infrastructure sabotage within NATO territory—including what he characterized as a Russian-engineered cyberattack targeting Poland’s power grid—as evidence of ongoing aggression.
Ambassador Krzysztof Olendzki additionally highlighted how Belarus has become integral to Russia’s broader strategy of weaponizing illegal migration against NATO member states.
Despite Moscow’s public assertions that Western sanctions have negligible effects, Latvian intelligence maintains that these economic pressures are indeed constricting Russia’s resources. While the sanctions may not alter Putin’s fundamental mindset, they are limiting financial flexibility and forcing difficult trade-offs in military spending, recruitment, and business operations.
Latvia’s Constitution Protection Bureau (SAB) has publicly documented Moscow’s increasing use of “lawfare”—leveraging legal frameworks and international institutions to challenge Western policies, undermine support for Ukraine, and potentially create grounds for future aggressive actions.
The SAB report details Russia’s efforts to study Iran’s precedent in challenging Western sanctions through international courts, seeking to replicate such legal strategies. Additionally, the bureau warns that Russia has prepared a formal complaint against the Baltic states before the UN’s International Court of Justice, accusing them of discriminating against Russians and Russian speakers.Latvian intelligence believes this legal offensive serves a dual purpose: achieving courtroom outcomes and constructing a narrative that could later serve as justification for action. The assessment draws parallels to Russia’s pretextual justification for invading Ukraine under the guise of protecting residents in Donbas.
