Lebanon’s Returnees Face Widespread Destruction Amid Ongoing Ceasefire Violations

Reduced hostilities along the Blue Line separating Lebanon and Israel have allowed some displaced families to return to their homes, yet daily violations of UN Resolution 1701 persist amid continued clashes between Hezbollah militants and Israeli forces. The escalation follows the resumption of Israeli-U.S. airstrikes on Iran on 28 February, underscoring the fragile security environment.

The UN Interim Force in Lebanon (UNIFIL), operating under its Security Council mandate, remains committed to fostering long-term regional stability. UNIFIL spokesperson Kandice Ardiel noted, “While violence levels have declined, we continue documenting daily breaches of Resolution 1701.” Peacekeepers are reinforcing stability through coordination with local authorities, facilitating humanitarian access, and supporting infrastructure repairs.

UN Position on the Blue Line and Israeli Buffer Zone

Regarding Israel’s “Yellow Line”—a buffer zone 5–10 kilometers north of the Blue Line—Ardiel clarified it as an unrecognized military boundary. “The Blue Line is the sole internationally acknowledged demarcation. Any Israeli presence north of it constitutes a violation of Resolution 1701,” she stated. UNIFIL continues monitoring activities in these areas to uphold compliance.

Widespread Infrastructure Damage in Southern Lebanon

Lebanese returnees are encountering devastated communities, particularly in regions like Majdal Zoun, Kafra, and Tyre, where shelling has left critical facilities in ruins. Ardiel highlighted a rise in displacements in 2023–2024, with families returning to “unrecognizable” conditions. “Infrastructure including water, electricity, hospitals, and schools is severely compromised,” she said. While some areas remain unsafe, UNIFIL supports recovery through initiatives such as blood donation drives for Marjayoun Hospital and supply donations to cultural hubs like the Istanbouli Theatre.

Operational Challenges for Peacekeepers

Despite ongoing operations, UNIFIL faces logistical hurdles including debris-obstructed roads, unexploded ordnance, and temporary Israeli military blockades. Ardiel emphasized, “Peacekeepers maintain impartial access to fulfill their mandate. While obstacles arise, we consistently advocate for unimpeded humanitarian and repair efforts.”
