Man City guilty of all serious financial breach charges: Premier League

Manchester City say they are ‘disappointed and surprised’ by the verdict and will appeal.

Manchester City have been found guilty of all charges concerning serious breaches of the Premier League’s financial rules between the 2009/10 and 2017/18 seasons, the league announced in a statement.

The club was charged in February 2023 following a four‑year investigation into alleged violations affecting consecutive seasons.

In a release, Manchester City expressed disappointment and surprise at the commission’s findings and affirmed its innocence regarding the allegations.

An independent commission determined that the club arranged “sham” contracts that misrepresented the true terms of agreements with various commercial partners.

The Commission also reported that systematic schemes were employed to artificially inflate the club’s reported revenue while simultaneously cutting operating costs, aggregating savings exceeding £900 million over the affected period to simulate compliance with financial regulations.

“The central decision details how the club repeatedly violated Premier League financial guidelines for nearly a decade,” stated Richard Masters, chief executive of the Premier League.

“Significant outstanding issues remain, notably determining the appropriate sanction for these breaches,” Mr Masters clarified.

Despite the official determination, Manchester City continues to contest the outcome.

“Manchester City FC will pursue all available appeal routes, grounded on the belief that the Commission’s opinion contains clear legal, procedural, and factual inaccuracies and does not merit approval,” the club declared.
