LONDON: A 45-year-old Palestinian man, Raafat Khairy Abu Khalil, died on Sunday after suffering cardiac arrest while held at an Israeli military checkpoint east of Tulkarm in the occupied West Bank, Palestinian Red Crescent officials said. Abu Khalil was detained at the Ennab checkpoint when emergency crews responded to reports of critical illness. Medics found him receiving CPR and pronounced him dead at the scene. His body was transferred to Thabet Thabet Governmental Hospital in Tulkarm. According to WAFA, Abu Khalil served as a captain in the Palestinian Military Training Authority in Jericho. His death occurred against the backdrop of growing alarm over movement restrictions across the West Bank, where Palestinians face an expanding network of checkpoints, gates, and road barriers. UN Special Rapporteur Francesca Albanese said Friday that these restrictions increasingly impede access to work, healthcare, education, and family life. “Arbitrariness itself becomes a form of torment when every journey, every appointment, and every family visit depends on whether a gate is open or a soldier allows passage,” Albanese stated. The restrictions have reportedly intensified since the Israel-Hamas war began in October 2023. As of December 2025, the UN Office for the Coordination of Humanitarian Affairs documented 925 checkpoints and other movement obstacles affecting roughly 3.4 million Palestinians in the West Bank, including East Jerusalem—the highest total in two decades and 43 percent above the previous 20-year average.
