Rahm Emanuel, the former Chicago mayor and White House chief of staff exploring a 2028 presidential run, arrived in Israel this week with a direct message for America’s most isolated ally: unconditional U.S. backing should end unless Israel implements major changes to preserve that relationship.
In speeches across Tel Aviv, Emanuel argued that Prime Minister Benjamin Netanyahu and his government have damaged Israel’s strategic position by rejecting Palestinian sovereignty and pursuing West Bank annexation. “Strategic isolation is not a foundation for security—it’s a countdown clock,” Emanuel stated.
With Israel losing Democratic support in the U.S.—a New York Times/Siena poll found 60% of Democrats sympathy more with Palestinians than Israelis—Emanuel is positioning himself between anti-Israel leftists and pro-Israel conservatives, calling both “fantasies chanted by fanatics.”
Emanuel endorses ending U.S. military aid to Israel, arguing the country can afford its own defense, and would impose sanctions on officials or companies involved in settlement construction or West Bank violence. However, he proposed a diplomatic breakthrough: a “23-state solution” offering Israel full recognition from all 22 Arab League nations in exchange for supporting a new Palestinian entity, modeled on Saudi Arabia’s 2002 Arab Peace Initiative.
Critiquing Netanyahu’s Iran policy, Emanuel noted that the prime minister’s opposition to the Iran nuclear deal ultimately left Israel “less safe, not more.” He also condemned Netanyahu’s government for complicity in West Bank violence, stating, “Your government is complicit in the horrors now being inflicted on innocent families.”
Despite his criticisms, Emanuel brings strong credibility as a longtime Israel supporter—his father fought in Israel’s War of Independence and he advised Bill Clinton during the 1993 Oslo accords and 2000 Camp David negotiations. He blamed both Israeli settlement expansion and Palestinian leadership corruption, urging Arab states to help create a viable Palestinian entity that acknowledges “the historic Jewish connection to this land.”
