In financial markets, signals from policymakers often outweigh the policy measures themselves. The Reserve Bank of India (RBI) appeared to overlook this principle with its late-Friday intervention to curb foreign-exchange volatility. The central bank imposed restrictions on forex trading and derivatives, mandated risk reserves for transactions, and opened a dedicated window for oil marketing companies (OMCs) to settle crude purchases.
The move has baffled participants, primarily because the central bank reached for crisis-era tools despite no apparent emergency. Just 72 hours earlier, Governor Sanjay Malhotra had outlined the monetary policy stance and proposed a Technical Consultative Committee for Financial Markets—a structured forum for dialogue between the regulator and market players.
Over recent months, the RBI completed one of its largest reserve accumulation exercises via special FCNR(B) and ECB schemes, attracting roughly $140 billion and pushing reserves to historic highs, though they have moderated slightly in recent weeks. The current health of the forex kitty sits uncomfortably alongside the new restrictions. Measures such as the OMC window and a ban on cancelling hedging contracts are typically reserved for periods of acute stress, not for deployment weeks after a record reserve build-up.
Such abrupt policy shifts risk muddying the market’s understanding of the RBI’s assessment of the rupee’s fundamental strength and the true extent of external pressures. The inevitable question arises: is the central bank seeing risks that the broader market is missing? For now, the restrictions may stabilize the currency, but the messaging likely achieves the opposite effect, undermining the transparency the proposed consultative committee was meant to foster.
