Rear Adm. Max “Pepper” McCoy, the Chief of Naval Air Training, describes the training pipeline as a factory conveyor belt: the ultimate test of its efficiency is whether it flows smoothly, without bottlenecks or pooling at any stage along the line.
Today, by his own admission, those pools are forming in multiple places simultaneously, forcing the Navy to conduct urgent triage and modernization concurrently.
In an interview on August 10, 2026, I sat down with McCoy, who commands the Naval Air Training Command (CNATRA), to discuss the complexities of reforming a training pipeline from within, even as operational demands on newly minted aviators continue to rise. Having collaborated with McCoy during the F-35 community’s stand-up and his tenure commanding Carrier Strike Group Four, our conversation felt less like a formal briefing and more like an open, candid discussion with an admiral determined to build a sustainable, repeatable system capable of delivering combat-ready naval aviators.
For nearly a decade, CNATRA has struggled to meet fleet requirements, largely due to systemic issues with the T-45 training aircraft. Students entered the pipeline faster than the system could process them, creating a massive backlog of newly commissioned officers waiting simply to start flight training. Public records have long tracked this bottleneck as the “pre-NIFE pool”—the queue of candidates waiting to even begin the eight-and-a-half-week screening program at Pensacola, the initial stage of the pipeline.
According to CNATRA’s Naval Aviation 2025 Playbook, Rear Admiral Richard T. Brophy Jr., McCoy’s predecessor, successfully boosted production back to 105 percent of requirements across all type-model-series. However, alleviating one bottleneck merely shifted the constraint to the next stage in the pipeline.
Now, the Fleet Replacement Squadrons (FRS) are underproducing, creating a fresh logjam just as winged aviators are poised to become valuable assets to the fleet. Because students arrive late to their first tours and career milestones remain rigid, the Navy fails to extract a full production tour from junior officers before diverting them to disassociated sea tours or other urgent needs. The very officers who could be training the next cohort are instead being diverted—a self-perpetuating cycle that, in McCoy’s words, feeds on itself.
Consequently, McCoy frames his objective not as a raw production percentage, but as “time-to-train” against entitlement—the standard interval between commissioning and fleet arrival that a student is entitled to under the training pipeline. Compressing this timeline ensures first-tour officers complete their sea tours on schedule, transition into full-length production tours, and ultimately reverse the self-defeating cycle.
McCoy’s framework for addressing these bottlenecks relies on a production stool with three legs: airplanes, instructors, and students. Currently, none are where they need to be. While there are not enough airplanes or instructors, there is also, paradoxically, an excess of students stuck in the pipeline—not due to over-accessioning, but because the stretched time-to-train has caused students to pool rather than flow through.
As the single accountable flag officer for “Street to Fleet” across the Naval Aviation Enterprise, McCoy’s authority is not absolute across the entire pipeline. While he has direct control over everything within CNATRA, the schools command falls under the Naval Education and Training Command, and once aviators reach the FRS, they belong to a Type Wing commander. Despite this fragmented authority, McCoy’s role is to take an enterprise-wide strategic view, deciding which levers to pull and in what sequence to restore entitlement fastest. On the aircraft front, CNATRA relies entirely on contracted logistics support, meaning a significant portion of McCoy’s time is dedicated to achieving the command’s “North Star”—the number of ready-for-training aircraft required to execute daily flight schedules or surge production while managing aircraft service life.
The shortage is most acute on the instructor front. McCoy’s active-duty cadre consists of first-sea-tour officers, supplemented by permanent flight instructors, reserve component members, Marine Corps instructors, and occasionally Coast Guard personnel. To address this, McCoy is increasingly relying on “SERGRADs”—selectively retained graduate wingers serving as instructors while awaiting an FRS seat.
Currently, McCoy has 15 Marine SERGRADs conducting jet training at Kingsville and Meridian, which helps free up experienced instructors for advanced-phase instruction. Additionally, he is expanding the role of contract instructor pilots—former Navy and Marine Corps jet aviators, many with T-45 experience—into the primary training phase. The strategy is to utilize all available levers within CNATRA’s control, allowing instructor manning at the FRSs—where qualified first-tour officers are scarcer—to be prioritized.
Our discussion also delved into Live Virtual Constructive (LVC) training. McCoy characterizes LVC as complementary to, rather than a replacement for, actual flight time. By utilizing ground-based systems to build foundational habits, LVC prepares students to reach a “right training, right cost” starting point, ensuring they achieve first-pass yield when they enter the aircraft, rather than wasting resources re-flying events for which they were unprepared. He emphasized that LVC is not an add-on; its true value is realized only when it is deeply integrated into the curriculum, rather than treated as a standalone module bolted onto an unchanged syllabus.
This distinction is critical in what McCoy calls the “age of urgency”—a security environment where the line between crisis and peacetime is blurred. In this landscape, a training system predicated on the assumption that there will be time to catch up later is no longer viable. The fleet, McCoy argues, requires a dynamic training system, not a custodial one. He was clear that fixing CNATRA’s current production shortfall is a necessary precondition, not a substitute, for this shift; a dynamic, threat-responsive training architecture cannot be built atop a pipeline that still struggles to produce enough aviators to fill fleet seats.
The topic McCoy returned to most frequently was standards—a area where his approach diverges most sharply from the production-percentage logic of the past decade.
His solution has been to tighten the front end of the pipeline: implementing faster triggers for attrition during NIFE and Primary training. While attrition at advanced stages will still occur, McCoy contends it will happen at significantly lower rates because students reaching that point will have already met a much higher standard.
McCoy entered the role, as he put it, as a TOPGUN graduate, former NAWDC commander, and former CSG-4 commander with a laser focus on upholding training standardization. He views his relationship with students as a reciprocal contract: he owes them the best possible training environment and clear expectations, while they owe him full daily effort, not perfection. Citing a “firm, fair, and consistent” motto, he explained that expectations escalate sharply the moment aviators reach the fleet, and the pipeline must prepare them for that transition. When asked how CNATRA meets 105 percent of its requirements without sufficient airplanes or instructors, his answer is that the instructor cadre flies seven days a week—one of the hardest jobs in naval aviation, with no finish line and no offseason.
McCoy’s personal methodology, applied across every command he has led, is reverse engineering: starting with the capabilities required of a first-tour junior officer at the fleet and working backward through the FRS, advanced training, and primary training, ensuring each stage builds seamlessly toward the next.
McCoy is also firm on preserving the cultural integrity of naval aviation, resisting the outsourcing of large training segments. Naval aviation is not a generic air force; shipboard operations impose unique requirements that contracted models cannot capture on their own. The Contract Operated Primary Training-Rotary program exemplifies how McCoy squares this circle: students are supervised by a Navy O-5, and CNATRA personnel deploy frequently to ensure students are consistently exposed to officers in Navy and Marine Corps flight suits who can reinforce cultural values that a syllabus alone cannot convey. The contract instructor pilots being integrated into primary training will be former Navy and Marine Corps pilots—they simply do not wear rank.
McCoy also highlighted a development not yet visible in public records: aviators returning from recent deployments as genuine combat veterans are set to join the instructor cadre in the near term. He emphasizes there is no substitute for a student naval aviator sitting across a briefing table from someone who has actually employed weapons in combat.
Overall, the discussion revealed less a modernization narrative than a process of triage executed with a clear eye on post-crisis recovery. McCoy was candid that operating a system in crisis makes innovation difficult, as so much time and energy are consumed simply keeping the machine running.
Nevertheless, CNATRA continues to innovate in parallel, pursuing initiatives designed to boost production efficiencies, uphold standardization, and enhance training quality. McCoy’s stated ambition is to leave his successor with a pipeline boasting the right number of airplanes, the right number of instructors, and a time-to-train metric at entitlement, enabling the next Chief of Naval Air Training to accelerate modernization with a fully operational production line.
