On July 16, U.S. Secretary of State Marco Rubio will convene representatives from various governments for a ministerial meeting focused on the resurgence of political terrorism. The gathering aims to address this renewed threat to global societies and advocate for stronger collective measures to bolster frontline defenses and eliminate the vulnerabilities that terrorist actors persistently exploit.
Far-left political terrorism is experiencing a revival, evident in violent acts spanning the Western Hemisphere, Europe, Asia, and other regions. These occurrences are not random; they represent a calculated, ideology-driven campaign to undermine free societies by attacking political and economic institutions—ranging from assaults on private citizens, public officials, and law enforcement to businesses and critical infrastructure worldwide. Despite its severity, the international community has long overlooked this danger in counterterrorism efforts, leaving it underprioritized and underfunded.
The United States is assuming a frontline role in combating far-left terrorism. Beginning in November 2025, the U.S. has designated four violent far-left organizations—Antifa Ost, the Informal Anarchist Federation/International Revolutionary Front (FAI/FRI), Armed Proletarian Justice, and Revolutionary Class Self-Defense—as Foreign Terrorist Organizations and Specially Designated Global Terrorists. Additionally, a reward of up to $10 million has been offered for information that disrupts the financial networks of these groups. In recent months, the U.S. has collaborated with global law enforcement, counterterrorism experts, and prosecutors through direct dialogues and the inaugural Counterterrorism Law Enforcement Workshop (CTLEW) held in May 2026, which brought together 14 nations for a two-day, practice-oriented session on countering transnational far-left terrorism.
This upcoming ministerial expands upon those efforts, uniting partners from the Western Hemisphere, Europe, and Asia to deepen coordination, improve intelligence sharing, and reinforce international law enforcement frameworks. Secretary Rubio will emphasize the necessity of enhanced cooperation with allied nations to better track violent operations, cut off terrorist financing, safeguard critical infrastructure, and drive unified action against a borderless threat.
