Russian President Vladimir Putin praised U.S. envoys Steve Witkoff and Jared Kushner early on Wednesday, describing them as “always welcome” in Moscow. At the same time, he labeled Ukraine’s authorities as “state terrorists” and warned that “one does not negotiate with terrorists.”
