Wall Street’s top regulator says the long‑awaited Clarity Act is expected to be passed this month, positioning the U.S. to become the “crypto capital of the world.”
In an interview with Fox Business on Tuesday, SEC Chairman Paul Atkins confirmed the agency is moving forward with regulations designed to support the crypto industry.
Pro‑crypto legislators had hoped to enact the Clarity Act before the August recess, but the vote has been postponed until September. The legislation will create a clear framework for classifying digital assets as securities, commodities, or stablecoins.

Atkins added, “The Clarity Act will be voted on in the Senate on September 15th. I anticipate and hope that it will be passed by the Senate and sent to the President’s desk for signature.”
He continued, “We are revising past approaches to update and modernize the regulatory framework for blockchain and crypto assets.”
Even with the delay in the Clarity Act vote, regulators at both the SEC and the Commodity Futures Trading Commission have indicated they will continue to develop crypto policy.
Last week, the SEC submitted a proposal to the White House intended to “clarify the framework for the custody of crypto assets” for investment advisers and firms.
Although the House passed the Clarity Act last year, it has remained stalled for much of this year due to disagreements between the banking lobby, lawmakers, and crypto firms over whether exchanges such as Coinbase should be permitted to offer yield to users.
Some legislators have pushed to revise the bill’s ethics language, and a new proposal circulated in July that would prohibit government officials from promoting crypto or profiting from it.
However, other Democratic lawmakers argued the measure was still insufficient, while several pro‑crypto Republicans accused Democrats of politicizing the issue and stalling its progress.
