The agency that maintains a registry of draft‑eligible men is seeking software to simulate the personnel needs that would arise if a draft were reinstated.
Although the U.S. military relies on an all‑volunteer force, the Selective Service System (SSS) continues to keep a registration list of men aged 18‑25 and a secondary database of professionals in certain health‑care occupations, based on licensing records.
By issuing this request for quotation (RFQ) today, SSS aims to prepare for emergencies that require rapid assessment of staffing and resource needs through readiness‑simulation software.
The system must also evaluate various mobilization and policy scenarios, assess the operational impacts of surge conditions, identify potential risks and bottlenecks, and support executive planning and reporting obligations.
The RFQ specifies the following requirements for the software:
- Model the full end‑to‑end mobilization pipeline
- Support configurable scenarios
- Provide decision‑support analytics for leaders, planners, and operators
- Operate within an SSS‑designated cloud environment
- Use anonymized aggregate data
- Support complete government ownership and sustainment
SSS is launching this search in advance of December 18, when the requirement for male U.S. residents aged 18‑25 to register themselves is set to be replaced with a requirement for automatic registration using other federal databases.
Proposals are due by 2 p.m. Eastern time on August 14. The window for inquiries closes at 2 p.m. Eastern time on Tuesday, July 28.
