In 1999, U.S. pilots launched precision-guided munitions against Yugoslav targets during Operation Allied Force, relying on stealth technology that rendered their aircraft nearly invisible to enemy defenses. The B-2 bomber, America’s first stealth aircraft, exemplified this technological revolution—capable of evading radar systems and surviving hostile environments. However, its development sparked a critical debate: how to balance national security secrecy with democratic accountability.
Stealth technology emerged from cold-war anxieties about bomber vulnerability. Engineers like Northrop’s Kenneth Mitzner leveraged Soviet researcher Pyotr Ufimtsev’s radar-scattering theories to design aircraft with reduced detectability. While U.S. research began publicly, Cold War secrecy transformed stealth into a classified project. The B-2’s flying-wing design, refined through classified innovations, remained hidden from public scrutiny until its 1988 reveal.
The Pentagon classified stealth under “special access programs,” limiting oversight to a select congressional “black” budget committee. This secrecy drew criticism from lawmakers like Senator John Glenn, who argued that hidden costs eroded public trust. Despite warnings from Rep. Les Aspin in 1986 about transparency needs, the B-2 program remained tightly controlled, with expenses and capabilities shrouded in mystery.
Ultimately, the B-2’s $44.7 billion cost (for just 20 planes) highlighted the risks of unchecked secrecy. Yet its 1999 operational success in Kosovo demonstrated its strategic value. The program’s history underscores a broader lesson: technologists, lawmakers, and the public must collaborate to ensure secrecy serves national interests without undermining democratic principles.
Today, similar tensions arise in AI procurement, where classified development and secret contracts challenge transparency. As lessons from the B-2 show, balancing innovation with accountability remains a perennial challenge. Congressional oversight and open debate are essential to harness new technologies responsibly while safeguarding democratic values.
