TAIPEI — Mortgage regulations introduced by Taiwan’s central bank to cool the overheated housing market are producing unintended side effects. Wealthy buyers are increasingly paying in cash, which sustains high property prices, while middle-income households face prolonged loan approval times and stricter lending criteria.
