As part of the U.S. government’s ongoing effort to combat cybercrime, fraud, and predatory schemes targeting American citizens, the Treasury Department’s Office of Foreign Assets Control (OFAC) has imposed sanctions on Xinbi Guarantee. Xinbi Guarantee is a Chinese‑language platform that has been widely used by transnational criminal organizations to run cyber‑scam operations and launder illicit proceeds from victims in the United States. Two additional entities that support Xinbi Guarantee’s core activities are also designated under the sanctions.
Criminal groups operating scam centers in Southeast Asia steal billions of dollars from American victims each year. Xinbi Guarantee provides a large, illicit online marketplace that enables cyber scams, fraud, money laundering, and other criminal activity aimed at the United States. The sanctions aim to cut off the financial infrastructure that sustains these operations and protect American consumers from further exploitation.
These actions are taken in furtherance of Executive Order (E.O.) 14390 “Combating Cybercrime, Fraud, and Predatory Schemes Against American Citizens” and pursuant to E.O. 13581 “Blocking Property of Transnational Criminal Organizations,” as amended by E.O. 13863.
