According to a recent RAND report, the defense sector would likely face significant challenges in restoring the U.S. military’s essential space capabilities during a conflict with China or Russia due to a severe shortage of skilled engineers.
Currently, space-focused defense firms employ only about 3 percent of the nation’s engineers, and intense competition for skilled talent leaves numerous positions vacant. Should an adversary destroy space-based intelligence, targeting, and communications assets, this workforce deficit would likely prevent the military from rapidly restoring those capabilities.
“Modern warfare relies heavily on space-based capabilities; therefore, a critical question is how quickly the United States can replace these assets during a conflict,” the report stated. “While significant attention has been directed toward making these systems more resilient, far less examination has focused on the speed of rebuilding them after an attack, particularly within a 12- to 24-month window. China and Russia have demonstrated their ability to threaten or destroy U.S. space assets, which could weaken American and allied military operations across multiple domains. In a prolonged conflict, the capacity to restore these capabilities on a compressed timeline could be decisive.”
Various commissions have long cautioned that U.S. reliance on space could become a strategic vulnerability. In recent years, concerns have escalated regarding Russian and Chinese nuclear anti-satellite weapons. Rebuilding devastated constellations could demand more engineers than the country currently possesses, RAND noted.
Although recent Space Force and White House initiatives aim to reverse this trend, they do not align with the demand the administration is placing on the military space industry. Ultimately, more creative solutions are required to expand the workforce, the report concluded.
“Reconstituting capabilities after a conflict is absolutely essential, and this is far from business as usual for those working in the space industry. It represents a massive surge in production,” said Alexandra Gerber, the report’s lead author. “Think of World War II and Rosie the Riveter—everyone is on the line—and you cannot simply teach someone how to work in a factory overnight. The timelines for cultivating talent for the space industry are significantly longer than that. Therefore, we must consider what the space workforce needs to look like to support reconstitution during a conflict 10, 20, or 30 years in advance, not just six months.”
Software development, data analytics, and artificial intelligence will compete for future engineers, the report noted. It can take at least 15 years to cultivate some of the more highly skilled, space-focused experts.
RAND researchers discovered that there are roughly 30,000 annual job openings for technicians and technologists, but only 11,000 individuals earn credentials each year. The space industrial base accounts for approximately 5,000 of these annual openings, or 17 percent. For the 244,000 assembly-related positions filled annually, only 13,000 workers are credentialed.
“The space industrial base represents about 11,000, or 5 percent, of the annual openings for assemblers, and competition for the 13,000 credentialed workers will be intense,” the report stated.
Other significant obstacles to expanding the talent pool include security-clearance delays of six months or more, and a limited supply of qualified experts. Foreign nationals hold 70 percent of electrical and computer engineering doctorates, rendering them largely unavailable for most national security-related positions, the report found.
Gerber told Defense One that the workforce is not needed solely for a potential wartime surge. Last month, the White House released a new space transportation policy aiming to achieve “more than 1,000 launches and reentries” by 2030. Constructing new launch infrastructure to meet this demand requires additional skilled workers.
“We are currently at about 200 launches per year in the U.S., and they are talking about multiplying that by five, but who will be the workers to build all the infrastructure to support that?” Gerber said. “Then, what happens if a conflict occurs on top of that? You are looking at a double surge.”
Last week, President Donald Trump announced plans to establish a U.S. Space Academy to “educate and train an entire generation of skilled service members, engineers, and civil operators.”
“Consider the volume throughput the space academy is likely to achieve. I mean, we are only talking about a couple hundred graduates a year,” Gerber said. “This is not sufficient; that is not happening at a scale that would impact what we are discussing.”
RAND researchers recommended that the Space Force and Pentagon focus new policy on expanding workforce development by funding additional internships and vocational, bachelor’s, and advanced-degree scholarships for science, technology, engineering, and math students, investing in fellowships, and promoting space engineering careers.
Researchers suggested the Space Force should also “allow Reserve Officers’ Training Corps graduates and specialized program scholars to fulfill service obligations by working in qualifying space defense firms.”
Additionally, researchers noted that the defense industry should explore automation as a supplement to these workforce challenges.
“Notably absent from these discussions were mentions of process automation, robotics, or artificial intelligence (AI)-enabled productivity tools as means to reduce the inherent labor intensity of space manufacturing, assembly, integration, and testing,” the report stated. “Stakeholders appear to be addressing a structural productivity challenge primarily through volume-based hiring and training strategies, giving little weight to automation as a complementary surge enabler.”
