A new report by the RAND Corporation, titled “Breaking Glass, Missing Hands,” warns that the United States lacks the civilian workforce necessary to rapidly rebuild its space military capabilities in the event of a major conflict with China or Russia. Sponsored by the Vice Chief of Space Operations as part of the “In Emergency, Break Glass” project, the study highlights critical shortfalls in the civilian space contractor sector that would prevent the replacement of lost satellites within a 12- to 24-month timeframe.

The report identifies three primary areas of labor deficit: engineers with bachelor’s degrees or higher, skilled manual laborers (including technicians and assemblers), and advanced-degree specialists in highly technical fields such as electro-optical sensing and radiation hardening. While the 12- to 24-month reconstruction window is already considered aggressive—given that satellite replacement typically takes up to a decade under normal conditions—the lack of qualified personnel makes it nearly impossible.

The study notes that the creation of the Space Force in 2019 implicitly acknowledged a near-term reliance on space assets, yet no formal requirements have been established to address this vulnerability. The most acute shortages, the report emphasizes, are not among high-level scientists but rather among cleanroom technicians, welders, and solderers, where the labor gap reaches an alarming ratio of 19 qualified workers for every job opening.

Compounding these shortages are significant security clearance delays, which act as a major hiring bottleneck. In fiscal 2024, initial Secret clearance investigations averaged more than 87 days, while Top Secret clearances approached six months. Furthermore, in a conflict scenario where an adversary can destroy space systems faster than they can be replaced, building exact replicas with known vulnerabilities may offer limited strategic value in a protracted war.

To address these gaps, RAND proposes a relatively modest funding initiative, estimating a cost of $4 million annually for scholarships and internships, $1 million annually for outreach and recruitment, and a one-time $800,000 feasibility study to retrain workers from adjacent industries. This proposed allocation represents a tiny fraction of the Space Force’s projected $32 billion budget for Fiscal 2027, and a mere 0.003 percent of the $185 billion earmarked for the Golden Dome project.

The challenge is not limited to wartime scenarios. The White House’s space transportation policy, released in August, sets a target of more than 1,000 launches and reentries by 2030—up from approximately 200 per year today. Without a trained workforce or a reserve to draw upon, a wartime surge would severely strain these peacetime industrial goals.
