Summer in Kazakhstan’s capital city of Astana has already delivered a double blow of record-breaking heat despite being only halfway through the season. Residents have endured two separate heatwaves that have pushed temperatures well beyond historical norms.

On July 14, temperatures reached 39.5°C, obliterating the previous July 14 record of 35.3°C set 34 years ago. Just three weeks prior, on June 23, another record of 36.8°C was recorded, surpassing the 36.4°C mark from 1941. These extreme readings have prompted continuous alerts through Kazakhstan’s 112 emergency system, with temperatures remaining around 36°C.

The nationwide heatwave has pushed temperatures as high as 44°C in southwest Kazakhstan and between 45°C-48°C in southern and southeastern regions. According to the National Hydrometeorological Service, these extreme conditions are expected to persist through the end of July, with western and southern areas forecasting temperatures between 35°C-45°C.

Health Systems Under Pressure

Nearly three-quarters of Kazakhstan’s territory faces climate-related health risks, according to UNICEF. A World Bank report warns that without stronger adaptation measures, heat-related deaths across European and Central Asian cities could triple by 2050.

Currently, there is no national indicator tracking heat-related mortality in Kazakhstan. The Ministry of Health acknowledges that while some measures exist—such as public heat warnings and health advisories for vulnerable populations including children, the elderly, and those with chronic illnesses— Kazakhstan lacks a comprehensive Heat-Health Action Plan aligned with WHO recommendations.

Efforts are underway to enhance monitoring of climate-related health impacts, including methods for assessing heat-associated fatalities. Dr. Hans Henri P. Kluge, WHO Regional Director for Europe, cautions that Central Asia is projected to experience one of the steepest increases in heatwave-related mortality rates in the coming decades.

“Governments must act now rather than wait for the next heatwave. Every country—including Kazakhstan—needs a heat-health action plan before the next summer, not during it,” Dr. Kluge emphasized. Countries implementing such plans have documented up to a 25% reduction in excess heat-related deaths. He further warned that delayed action could disproportionately affect Central Asia, where many live in rural areas with limited access to cooling resources.

Heatwaves Reflect Broader Climate Trends

This heatwave is part of a broader long-term warming trend. Kazakhstan is warming faster than the global average, with 2025 recording the nation’s warmest year on record—2.98°C above climate norms. Rising temperatures are increasing the frequency of days exceeding 30°C and 35°C, heightening drought risks in southern and western regions.

Extreme heat also amplifies wildfire threats. Kazakhstan’s Ministry of Ecology reports nearly all forest fires have been extinguished or contained so far, though the agency stresses the continued risk as heat persists. Beyond scorching summers, earlier snowmelt disrupts reservoir water storage for irrigation, while milder winters reduce soil moisture retention, affecting crop yields.

The World Meteorological Organization notes that Central Asia’s landlocked geography accelerates warming compared to coastal regions. “The entire region is experiencing more frequent and prolonged heatwaves,” observed Saulet Sakenov, a climate project analyst at UNDP Kazakhstan. Rising temperatures have already caused Kazakhstan’s glaciers to lose 14%-30% of their mass since 1950, temporarily boosting river flows but signaling future water scarcity.

“By century’s end, glacier depletion will lead to severe water shortages. River flows in the Syr Darya, Ili, and other mountain basins will decline significantly, jeopardizing water, food, and energy security across Central Asia,” Sakenov warned. For Kazakhstan—a major global wheat exporter—this trend threatens agricultural productivity, pasture quality, and water availability, with ramifications for both domestic stability and regional food security.
