- The Bank of Korea is conducting a survey to evaluate how financial institutions are entering the virtual asset market and their level of exposure.
- The assessment also examines their rapid-response protocols in the event of a sector-wide crisis, including a major cyberattack that could temporarily halt activity across leading cryptocurrency platforms.
The recent high-profile breach at Binance, the world’s largest cryptocurrency exchange, sent shockwaves through the digital asset sector. The $6.3 billion incident also served as a stark reminder to the broader financial industry that no institution is immune to failure in the face of rapidly evolving threat actors, whose capabilities are accelerating alongside advances in artificial intelligence.
Following developments involving its northern counterpart, South Korea’s central bank, the Bank of Korea (BoK), has initiated a comprehensive review of virtual asset initiatives across various industries, particularly those under its regulatory oversight. The assessment also aims to evaluate risks associated with digital assets.
Bank of Korea Evaluates Institutional Participation in Virtual Assets
According to Yonhap News Agency, the BoK recently invited five major banks and 13 securities firms to join a research study titled “Survey on the Status of Financial Institutions’ Entry into the Virtual Asset Market.” Sources indicate the central bank launched the study one week prior to the Binance hacking incident. Nonetheless, recent events have highlighted the importance of the bank’s ongoing digital asset work and added a sense of urgency to its efforts.
The survey examines each participant’s virtual asset-related organizational structure and budget. It also seeks to determine their cryptocurrency market exposure, entry status, business-related risk assessments, and risk response protocols.
Some questions posed by the BoK were modeled on a scenario foreshadowing the Binance attack. Respondents were asked how their institutions would be affected if South Korea’s largest cryptocurrency exchange by market share suffered an exploit and temporarily suspended trading. The survey also explored whether a sharp decline in crypto asset prices, including Bitcoin (BTC) and related trading contracts, could cause significant losses to their portfolios or operations.
Additional questions addressed the potential spillover effects of such events on the broader financial system.
Bank of Korea Rejects Speculation Over Retail Won CBDC
One of the South Korean central bank’s ongoing digital asset initiatives involves a won-based wholesale Central Bank Digital Currency (CBDC). Under Project Hangang, the program is currently in its second phase of live pilot testing as of October.
Meanwhile, BoK Governor Shin Hyun-song dismissed reports that the institution plans to introduce a retail CBDC. He stated that the central bank set aside related proposals in 2023 and has no intention of pursuing them due to concerns over individual privacy.
