Ecuador Bestows Highest Honor on U.S. Secretary of State Marco Rubio During Ceremony at National Palace

MODERATOR: (Via interpreter) Good afternoon. With your authorization, Mr. President, we will begin the ceremony to award the National Order of Merit in the Grade of Grand Cross to Mr. Marco Rubio, Secretary of State of the United States of America. The executive decree for this decoration will now be read.

FOREIGN MINISTER KURY: (Via interpreter) Executive Decree 492, issued by Mr. Daniel Noboa Azín, President of the Republic: Considering that Article 416 of the Constitution establishes that presidential actions must align with the interests of the international community, this decree promotes integration, cooperation, and solidarity. Issued under Decree 391 of September 17, 1920, and in accordance with Articles 6 and 8 of the relevant orders, the Ministry of Foreign Affairs determines the criteria for bestowing honors based on merit and distinguished service.

This honor is awarded by the Ecuadorian state to individuals who have demonstrated exceptional dedication and fostered strong cooperative and friendly relations with the international community, particularly in areas of security and development.

Mr. Marco Antonio Rubio, Secretary of State of the United States of America, has rendered distinguished service and shown deep commitment to strengthening friendship between Ecuador and the United States. His leadership has reinforced bilateral trust and cooperation, contributing to mutual interests and enabling coordinated efforts against transnational organized crime, including drug trafficking, narco-terrorism, and illicit financial networks. His work has significantly contributed to regional security and institutional development in Ecuador.

In accordance with the provisions cited above, this executive decree hereby confers the honor of the Order of Grand Cross upon Mr. Marco Rubio, Secretary of State of the United States of America, recognizing his outstanding contributions to friendship, cooperation, and security between the two nations.

The Ministry of Foreign Affairs is tasked with executing this decree and organizing today’s ceremony. This decree takes effect immediately, pending official publication. Given at the National Palace on September 9, 2026, signed by Mr. Daniel Noboa Azín.

SECRETARY RUBIO: (Via interpreter) First, thank you very much. This is a great honor. I will wear this medal proudly when I return to Washington. It is a pleasure to be here again. Relations between the United States and Ecuador have improved significantly over the past few years, especially in areas of security and economic cooperation.

The primary responsibility of any government is to ensure the safety and security of its citizens. When threats arise, countries must act together. Under President Trump’s leadership and my administration’s commitment, we will continue to stand beside Ecuador in addressing shared challenges.

Security creates the foundation for prosperity. Every government seeks to improve the quality of life for its people through economic growth and opportunity. We are here together once again, marking my third meeting with President Noboa, to reaffirm the strong bonds between our nations.

Once again, I extend my sincere gratitude to you all for your hospitality and continued collaboration with my team and me. While recognition is appreciated, the greatest reward is the positive impact of our work together. Thank you.

PRESIDENT NOBOA: (Via interpreter) Mr. Secretary of State, on behalf of the Ecuadorian people, it is my honor to bestow upon you the Order of Grand Cross, the highest civilian honor in our country. This recognition reflects not only our partnership in security matters, but also our shared commitment to culture, values, and peace across the Americas.

Your dedication and effectiveness in advancing diplomatic and policy objectives distinguish you as an extraordinary leader. You have consistently found solutions to complex challenges and demonstrated a unique ability to connect with both governments and citizens throughout Latin America.

Your leadership has not only enhanced U.S. engagement in the region but also deepened its roots in Latin American culture and values. From Ecuador’s perspective, we are grateful for your service and collaboration. Together, we have worked toward greater peace, improved public health, and expanded freedoms for our people and for the entire continent.

It is my distinct privilege to present this honor—the highest Ecuador has to offer. I look forward to welcoming you again to our country and continuing our joint efforts to build a safer, more prosperous future for all Americans. Thank you.
