The Federal Aviation Administration announced Monday a proposed civil penalty of $351,000 against a private charter operator for alleged unauthorized flights.
According to the FAA, the proposed civil penalty targets Creamer Pilot Services, based in Fayetteville, Arkansas, for conducting unauthorized passenger-carrying operations.
Creamer Pilot Services, operating under the trade name Jett Aircraft, allegedly conducted 31 passenger‑carrying flights using three aircraft not listed on its Operations Specifications, the FAA said.

The FAA said the violations occurred over a span of dates ranging from October 2021 to July 2022.
Additionally, the FAA alleges that Creamer Pilot Services carried out six flights on two authorized aircraft that flew outside the 48 contiguous United States, for which the carrier lacked permission.
The agency further reported that those specific violations took place between April 2022 and November 2022.

The FAA contends that all 37 violations were carried out by Creamer Pilot Services knowingly, carelessly, and recklessly.
FOX Business has reached out to the company for comment.
According to its website, Jett Aircraft was established in 2011, while Creamer Pilot Services obtained a Part 135 air carrier certificate and began operating charter flights in 2018.
