Hong Kong continues to solidify its position as a crypto innovation hub in the Asia-Pacific region, completing the world’s largest tokenized green bond issuance at HK$20 billion (approximately $2.55 billion).

Hong Kong Sets New Record in Tokenized Green Bonds Issuance

According to an official announcement, China’s Special Administrative Region distributed the tokenized green bond issuance across four major currencies: HKD, RMB, USD, and EUR.

The government’s Digital Green Bonds were priced on September 28 as follows:

  • HK$5.5 billion under a two-year tranche at 3.80%
  • ¥7.5 billion under a five-year tranche at 1.65%
  • $200 million under a three-year tranche at 5.023%
  • €450 million under a four-year tranche at 3.734%

The tokenized securities demonstrated strong investor demand, with subscription ratios ranging from 1.3x to 11.3x.

Why This Matters

John Ho, Head of Legal and Financial Markets at Standard Chartered, highlighted that the Hong Kong government’s latest feat marks “another significant step in moving tokenized capital markets from experimentation towards institutional scale.” He views the oversubscription as evidence of growing institutional appetite and an expanding investor base for tokenized securities.

This milestone represents Hong Kong’s fourth Digital Green Bond issuance since 2023. Goldman Sachs’ Digital Asset Platform handled the initial launch of the SAR’s HK$800 million tokenized green bonds, settled using Hong Kong Monetary Authority’s tokenized HKD. HSBC Orion subsequently took over and continues to manage the platform today.

The Digital Green Bonds offer multiple settlement modes, including tokenized deposits in HKD and central bank money options for HKD and RMB. This marks the first digital bond globally to integrate tokenized deposits denominated in HKD.

Ho emphasized that integrating tokenized deposits establishes a foundation for further exploration of programmable money and greater automation between the asset and cash aspects of securities transactions. The issuance also adopts the International Capital Market Association’s Bond Data Taxonomy Version 2.0, enabling greater data precision, interoperability, and end-to-end automation across the bond lifecycle.

More Than a Standard Tokenized Bond Launch

Standard Chartered’s official noted that Hong Kong’s latest tokenized green bonds transcend a typical green bond launch. He sees significance in the broader tokenized securities market, as the issuance facilitated “the convergence of tokenized securities, tokenized commercial bank money, central bank money, common data standards, and existing market infrastructure.”

“That is where tokenization starts moving from innovation to financial market architecture,” said Ho.
