[Hong Kong Pursues Biomedicine Leadership With New Five-Year Plan]
Global pharmaceutical leader GSK underscored its intent to broaden participation in the region’s biotech ecosystem during the fifth Hong Kong International Biotechnology Conference and Exhibition (BIOHK).
At the conference, the Secretary for Health, Lo Chung‑mau, confirmed that Hong Kong’s first five‑year plan is harmonised with the national development roadmap, which identifies biomedicine as an emerging sector of strategic significance.
“Biotechnology represents both a national and regional priority. The city is responding to this mandate with decisive action and speed,” Lo remarked.
The city functions as a super‑connector and a super‑value‑added hub for biotech innovation and manufacturing within the Greater Bay Area—the integrated economic zone linking Hong Kong and Macau with Guangdong‑province municipalities.
According to official figures, the GBA serves a population of approximately 88 million and recorded a municipal GDP exceeding 15 trillion yuan (≈US$2.23 trillion) in 2025.
Hong Kong’s inaugural five‑year plan is anticipated to be presented to the Legislative Council on 16 September, followed by Chief Executive John Lee Ka‑chiu’s 2026 policy statement.
