Cunning plan to expand the amount of software that runs on mainframes is also an admission ISVs are focusing their energies elsewhere
IBM has announced plans for a new processor that can run Arm, IBM Z, and LinuxONE instruction sets at the same time, aiming to broaden software support for its mainframe ecosystem.
The upcoming chip, built on a two‑nanometer process, will feature 11 high‑performance cores clocked above 5.7 GHz, AI inference accelerators for fraud detection, a dedicated on‑chip data‑processing unit for I/O acceleration, and a large cache architecture designed for demanding enterprise workloads.
“Each processor core can natively execute Arm and IBM Z, or Arm and LinuxONE, instructions concurrently,” IBM said.
In a blog post, Meredith Stowell, IBM’s Vice President for the zSystems Ecosystem, highlighted that the Arm ecosystem now includes more than 22 million developers worldwide and supports a rapidly expanding portfolio of cloud‑native, AI, analytics, infrastructure, and enterprise applications.
IBM’s Z platform remains powerful and well suited to mission‑critical applications. However, the overall mainframe market is limited. Rocket Software, which supplies mainframe modernization tools, reported it knows of 42 IBM mainframe users in Australia alone, underscoring the region’s importance for the vendor.
Commercial application vendors are unlikely to prioritize z/OS quickly, and IBM is aware of this. The company also notes that major hyperscalers have introduced their own Arm processors, attracting customers who need software that runs on widely adopted open‑source and cloud‑native tools.
George Cozma, an analyst at TechInsights, observed that while the mainframe market is “small in unit terms,” it remains “strategically important.” “Customers do not casually replace these systems because core applications, decades of operational practice, and data gravity make migration expensive and risky,” he noted.
Despite its significance, the analyst added, Z “sits outside the mainstream software targets that define modern cloud and AI infrastructure.”
Cozma described the new chip as a step toward “ending the platform’s historical isolation from the broader computing mainstream.” He emphasized that IBM Z’s strengths—reliability, security, and virtualization—remain the gold standard for mission‑critical operations, yet the architecture has increasingly diverged from modern software development cycles.
IBM’s strategy seeks to deliver three benefits: continuity for existing ISVs and mainframe users, expanded software choice for current IBM customers making Z more attractive to newcomers, and the mainframe’s hallmark nine‑nines resilience for additional workloads.
IBM expects the chip to arrive in 2028. The most recent mainframe generation, the z17, was released in 2025, and new models are typically introduced every three years, positioning the chip as a likely foundation for the upcoming z18 series.
Referring to IBM’s heritage in dual‑architecture chips, Cozma noted the PowerPC 615 from the mid‑1990s, which could run both PowerPC and x86 code with the active instruction set selected at boot. That chip was intended for Apple’s clone efforts but was never commercialized.
