In public, European leaders have maintained cautious silence despite underlying support for Mark Carney.
Several European leaders, including Finland’s president, French President Emmanuel Macron, and Italian Prime Minister Giorgia Meloni—formerly a vocal Trump supporter—are reportedly engaged in behind-the-scenes discussions with Carney on deepening relations.
However, few leading European politicians are willing to publicly endorse Carney for fear of voter backlash at home and potential punitive tariffs from the U.S. president.
With major elections approaching across the EU—Germany’s vote having concluded last week, France set to choose a new president in April and May, and Italy, Spain, and Poland still to set parliamentary dates—leaders are hesitant to publicly align with Carney.
Consequently, European leaders are deferring public praise for Carney, relying on EU institutions instead.
Under EU protocols, the European Commission manages trade policy on behalf of member states; this week, both the Commission and European Parliament presidents invited Carney to Strasbourg.
Nevertheless, some Brussels-based officials caution that Carney must remain aware of EU resistance to non-member countries securing overly favorable terms.
While Brussels holds a favorable view of Canada and believes Ottawa shares many aligned values and priorities, vocal EU voices—particularly France—remain keen to prevent non-member states from securing overly favorable deals.
This stance persists despite growing pressure on the EU to demonstrate greater flexibility in accommodating allies amid turbulent global times.
The UK faces a similar dilemma.
Carney is scheduled to travel to Liverpool later this week, following his departure from the European Parliament, for his first face-to-face meeting with new UK Prime Minister Andy Burnham.
Beyond UK-Canada relations, the two may also debate strategies for effectively engaging the EU.
