Premier League Implements New Transparency Measures to Share Referee and VAR Decision Verdicts

For the first time this season, the Key Match Incidents Panel will publicly release detailed judgments on referee and video assistant referee decisions to enhance transparency.

This initiative is part of three new Premier League measures aimed at improving oversight, including the publication of direct officials’ explanations and the broadcast of RefCam with on-field referee-player dialogue.

While the five-member KMI Panel has conducted assessments since the 2022-23 season, findings were previously confidential. However, clubs frequently leaked information to media outlets.

Each significant incident undergoes deliberation, with structured feedback delivered to both clubs and match officials.

The Premier League asserts that public disclosure of these evaluations will provide unprecedented clarity regarding decision-making processes.

Selected referee and VAR statements will be shared through the Premier League’s Match Centre on X, its official website, and mobile app, outlining the reasoning behind specific decisions.

Previously, the panel issued general summaries without capturing the real-time thought process or specific justifications of those involved.

Referee perspectives will now detail their decision rationale, while VAR reviews will clarify intervention or non-intervention choices.

Expanded RefCam coverage will reintroduce audio from on-field referee-player interactions, though this will occur sporadically across each fixture round and exclude VAR communications.

These initiatives, developed in partnership with Pro Ref, seek to balance transparency with constraints imposed by the International Football Association Board’s (IFAB) prohibition on live VAR audio broadcasts.

Ongoing discussions with IFAB aim to expand permissible VAR communication sharing in future negotiations.
