The State Department announced sanctions Tuesday against two individuals and one entity spanning Belarus, Russia, and Nigeria for facilitating the Iranian regime’s acquisition of man-portable air-defense systems (MANPADS).

The designations mark the latest iteration of Operation Economic Outcast, a sustained campaign targeting Tehran’s military procurement channels. The action follows previous rounds of penalties issued on May 8, June 10, and July 15 of this year, each intended to raise the cost and complexity of Iran’s arms acquisition efforts. These measures reinforce United Nations restrictions on Iranian conventional arms transfers that were restored in September 2025.

Officials stated that Iran’s pursuit of portable anti-aircraft weaponry poses a direct threat to U.S. national security interests and regional stability. The administration emphasized that it will pursue all necessary avenues to hold the Iranian government accountable, while coordinating with international partners to enforce the restored UN measures and stem the flow of weapons endangering American forces and allies.

Authorities warned that any party assisting the regime in expanding its arsenal should anticipate similar consequences. Today’s action was executed under Executive Order 13949, which authorizes sanctions against persons engaged in conventional arms-related activities with Iran.
