Ukrainian President Volodymyr Zelenskyy called on Latin American leaders to provide assistance urgently to protect Ukraine’s power infrastructure from continuous Russian attacks.

At the summit in Madrid, Zelenskyy reported that every power plant in Ukraine has been damaged in some way by Russian strikes.

He appealed for international cooperation to rebuild and repair Ukraine’s energy system.

Zelenskyy emphasized the need for compatible power‑grid equipment and urged partners to expedite deliveries, stating, “We need equipment that works with our power grid and we need it fast. Please support directly to connect your companies and get supplies to Ukraine as quickly as possible.”

The summit gathered a 22‑nation group of mainly Latin American Spanish‑ and Portuguese‑speaking countries.

Attendees included Spanish Prime Minister Pedro Sánchez, Guatemalan President Bernardo Arevalo, Honduran President Nasry Asfura, UN Secretary‑General António Guterres and European Council President António Costa.

Zelenskyy wrote on X that since the war began, Ukraine has sought integration and clear communication with African and Latin American nations, noting that this was the first time Ukraine was represented at the summit.

He stressed that diplomatic backing from these nations is essential, pointing out that every day, month, and year relevant issues are raised at the UN General Assembly and Ukraine is receiving increasing support from Latin America.

Ukraine faces another difficult winter

During his address, Zelenskyy called on regional leaders to denounce Russian “mass killings” carried out through bombings and drone attacks.

Acknowledging Spain’s ongoing assistance, he outlined an urgent need for technical equipment—including transformers, power cables, electronic devices, and diesel and gas generators—to maintain Ukraine’s infrastructure.

Repeated Russian strikes on Ukraine’s energy infrastructure have heightened concerns about another harsh winter, with Kyiv Mayor Vitali Klitschko reporting that supplies in the capital are “extremely difficult”.

Zelenskyy’s Madrid visit coincides with US‑led efforts to revive peace negotiations between Kyiv and Moscow, as trilateral talks are scheduled to resume next week in the United Arab Emirates.

Besides meeting Prime Minister Sánchez, Zelenskyy also conferred with King Felipe VI, offering condolences over the Toledo train collision and briefing him on the impact of Russia’s daily attacks on Ukraine.

“We are now actively working with our partners to strengthen our air defense and better protect people. We count on Spain’s support in this regard,” Zelenskyy wrote.
