Xi’s Letter to Iowa Friends Signals Beijing’s People-to-People Strategy

When the presidents of the United States and China meet in Washington, the world will be watching to see whether their two countries can turn their commitment to “constructive strategic stability” into practice.

Among the preparations for Chinese President Xi Jinping’s anticipated White House visit, one of the earliest was a personal appeal to Iowa. On February 16, seven months before the trip, Xi sent a Chinese New Year card to friends in the Midwestern state.

In the message, Xi echoed language Beijing often uses when formal relations are strained, saying the relationship’s hope “lies in the people,” its foundation “is grass-roots connections,” and its future “depends on the youth.”
